  • Jan Pepper Jan Pepper

    Chief Executive Officer

    Jan Pepper has over 30 years of energy and utility experience, with a focus on renewable energy contracting and financing. She formerly worked at Silicon Valley Power (SVP), the municipal utility serving the City of Santa Clara and was the founder of four energy-related start-up companies, including APX and Clean Power Markets. At APX, she developed and pioneered the first use of renewable energy credits, which are now the standard currency for trading and tracking renewable power. At Clean Power Markets, her company designed and implemented the successful Solar Renewable Energy Credit (SREC) program for the State of New Jersey.

    Jan was elected to the city council of Los Altos in 2012 and served as Mayor from December 2014 to December 2015. She was re-elected in 2016 for a second four-year term.  She served on the Board of Directors of the Bay Area Air Quality Management District from 2013 to February 2017.  She earned a BS in civil engineering and an MBA, both from Stanford University. Jan is a registered professional engineer in California.

  • Kirsten A-S Kirsten Andrews-Schwind

    Communications and Outreach Manager

    Kirsten Andrews-Schwind is Communications and Outreach Manager at Peninsula Clean Energy. She previously served on PCE’s Citizens’ Advisory Committee as a resident of Pacifica, and has been advocating professionally for community choice energy for the past eight years.

    Kirsten previously co-founded and served as Director of Rooted in Resilience (formerly known as Bay Localize), where she focused on Bay Area climate mitigation and adaptation policy. She authored the Community Resilience Toolkit, which is used by grassroots groups and policy makers in more than 46 states and 30 countries. Kirsten holds a BA in Economics and an MS in Natural Resources Management, and speaks Spanish.


  • Anne Bartoletti Anne Bartoletti

    Board Clerk & Executive Assistant to the CEO

    Anne joined Peninsula Clean Energy in September 2016, providing administrative support to the PCE Board of Directors, and executive support to the CEO.

    Anne’s background is in customer service and consumer protection, having worked in telecommunications and information technology industries managing call centers and executive escalations, and then moving into leadership roles within grassroots organizations, tech start-ups, and providing legislative support to a state legislator. She has a Telecommunications Technologies certification and a Master of Fine Arts degree from DePaul University, and a Bachelor’s degree from Blackburn College.

    Manager of Customer Care

    As the lead customer care representative for PCE, Leslie serves as a customer advocate and energy advisor for all PCE customers, including our largest commercial, industrial, and municipal customers-providing oversight for customer account management, and promoting, supporting, and administrating customer participation in PCE programs.

    Leslie comes to PCE with over 17 years of customer service and marketing experience from Silicon Valley Power (SVP), the City of Santa Clara’s municipal electric utility. At SVP Leslie primarily managed renewable energy programs, overseeing 15 MW of customer installed solar generation while also leading the utility’s award winning voluntary REC program Santa Clara Green Power.


  • Siobhan Doherty

    Manager of Contracts

    Siobhan leads contract management for PCE’s energy supply contracts and supports PCE’s wholesale energy supply portfolio procurement and resource planning. Siobhan has over 10 years of diverse clean energy experience working for project developers, utilities, startups and non-profits with a strong track record in solar energy origination and project finance. Previously, she was Project Finance Director at SunEdison where she structured and negotiated $350 MM in complex financial transactions and led or supported origination efforts resulting in the execution of over 250 MW in power purchase agreements.


    Prior to SunEdison, she worked at the non-profit Center for Resource Solutions best known for its Green-e Certification program and at consulting firm Sentech to help expand companies’ use of renewable energy and energy efficiency technologies.

    Siobhan holds an MBA from the Ross School of Business as well as an MS in Environmental Policy with a focus on energy markets, both from University of Michigan, and a BA from Smith College where she majored in Government with a minor in Environmental Science and Policy.

    Siobhan lives in San Francisco and competes with a local rowing team in her spare time.

  • Nirit E Nirit Eriksson

    Associate General Counsel

    Concurrent with her service as Deputy County Counsel for County of San Mateo, Nirit serves as legal counsel to Peninsula Clean Energy.

    Nirit has represented and advised public agencies since 2013. Prior to joining the public sector, she worked as a litigator for five years with the firm of Latham & Watkins LLP, focusing on antitrust and securities law, and clerked for Chief Judge Diane Wood of the U.S. Court of Appeals for the Seventh Circuit. Nirit obtained her law degree from U.C. Berkeley in 2007 and her Ph.D. in mathematics from U.C. Berkeley in 2004.


  • Dan Lieberman Dan Lieberman

    Director of Marketing and Public Affairs

    Dan oversees development, management and implementation of programs that communicate, promote and market Peninsula Clean Energy.

    Dan has almost twenty years of renewable energy sector experience, including stints in local government, non-profit, private start-ups, and large corporate settings. Dan worked most recently at SunEdison as Senior Marketing Manager for product development, where he created go-to-market strategies for community solar and other distributed generation products. Dan spent seven years as Senior Manager of Utility Partnerships at 3Degrees, a renewables marketing agency, where he operated turn-key renewable energy programs for several electric utility clients. Prior to 3Degrees, he was Director of Clean Energy Policy Design and Implementation at Center for Resource Solutions, a renewable energy nonprofit based in San Francisco, best known for its Green-e Certification program.

    Dan received a BA in History from Macalester College, and MBA and Master of Public Affairs degrees from The University of Texas at Austin. Dan was an early adopter of solar, installing panels on his home in 2001. He is on the Board of the Northern California Solar Energy Association.

  • David Silberman David A. Silberman

    General Counsel

    Concurrent with his service as a Chief Deputy County Counsel for County of San Mateo, David serves as the General Counsel to Peninsula Clean Energy. David has represented and advised public agencies since 2004.

    Prior to joining the public sector, he worked as a litigator with the firm of Howard Rice Nemerovski Canady Falk & Rabkin, focusing on commercial and intellectual property law, and clerked for Fortunato Benavides of the U.S. Court of Appeals for the Fifth Circuit and Robert Timlin of the Central District of California. David obtained his law degree from U.C.L.A. School of Law with highest honors in 2000.

    Renewable Energy Analyst

    Eric assists in the power procurement process by analyzing different costs associated with transmitting power. He also works strategically with the power resources team to build PCE’s renewable portfolio to account for risk, returns, and resource and location diversification.

    Previously, he was a post-graduate fellow at the NRDC where he worked for both Building Decarbonization Group and the India Program where he analyzed different solutions for building electrification in California and how to accelerate the growth of green energy markets in India. Eric received his Master’s from Stanford in Civil and Environmental Engineering where he focused on Atmosphere and Energy. He also holds a BS in Physics from Indiana University.

    Senior Regulatory/Legislative Analyst

    Joe represents PCE before state regulatory agencies and the Legislature. Joe brings a strong track record of advocacy focused on expanding consumer access to renewable energy spanning private practice, consulting and academia.

  • George Wiltsee George Wiltsee

    Director of Power Resources

    George directs PCE’s wholesale energy supply portfolio procurement and management, resource planning and analysis, and compliance reporting.

    He works with project developers, electric service providers, energy brokers and technical consultants to identify power supply opportunities that are appropriate for PCE’s power mix. He administers request for offer (RFO) processes and assesses unsolicited proposals for energy supplies that meet PCE’s product mix requirements, including renewables, greenhouse gas free, and conventional energy supplies. He performs due diligence on prospective suppliers, negotiates power purchase agreements and administers contracts. He interacts with public, legislative and regulatory agencies, and is responsible for preparation of regulatory compliance reports.

    George spent nine years at Southern California Edison, and procured much of their renewable portfolio. He has been in the energy and utility industry for 30+ years, and has a breadth and depth of experience with energy-related startups, utility companies, and energy consulting firms. George has a BS in chemical engineering from Caltech and an MBA from Stanford University.
