REDWOOD CITY, CA – Peninsula Clean Energy Chief Executive Officer (CEO) Shawn Marshall has been recognized among the 2025 Women of Influence by the Silicon Valley Business Journal, spotlighting her visionary leadership in transforming the energy landscape in California with the introduction of the Community Choice Energy (CCE) model under which Peninsula Clean Energy operates.
Marshall is being celebrated for a career marked by bold innovation and public service. From her early days as an elected official helping launch California’s first CCE agency to her current role as CEO of Peninsula Clean Energy, she has played a pioneering role in shaping a cleaner energy future for millions of Californians.
“Shawn has accelerated the success of Peninsula Clean Energy with her visionary leadership and inclusive management style,” said Donna Colson, Burlingame Councilmember and Chair of Peninsula Clean Energy’s Board of Directors. “Under her leadership, the agency has scaled innovative programs that reinvest in our communities while taking a commonsense approach to providing cleaner energy at lower rates for our ratepayers.”

A longtime advocate for women in energy, Marshall has helped create pathways for female leadership across the industry. Today, more than half of California’s 24 operational CCEs are led by women—many of whom credit her mentorship and support.
Marshall joined Peninsula Clean Energy as Chief Operating Officer in 2022 and was elevated to CEO by the Board of Directors in 2023.
In just a couple of years, Marshall has overseen an aggressive expansion of Peninsula Clean Energy’s zero-emission building and transportation electrification programs, as well as continued growth in securing emission-free renewable energy generation and battery storage for customers in both San Mateo County and Los Banos.
Under her leadership, Peninsula Clean Energy has invested more than $68 million in local clean energy initiatives and doubled customer rate savings from $23 million in 2023 to more than $46 million in 2024.
Marshall has also led the agency through a period of significant growth in staffing, operations and customer program expansion and has overseen the addition of more than 400 megawatts of new renewable energy and storage to Peninsula Clean Energy’s portfolio.
Prior to joining Peninsula Clean Energy, Marshall was the Director of CCA Market Development & External Affairs at Calpine Energy Solutions and was a founder and board member of Marin Clean Energy (MCE), California’s first CCE. She was also instrumental in the formation of Peninsula Clean Energy and fellow Bay Area CCEs including Silicon Valley Clean Energy, East Bay Community Energy (now called Ava Community Energy) and San José Clean Energy.
Marshall was also the founder and executive director of LEAN Energy US, a national nonprofit advancing community choice energy across the US. A former mayor, business consultant and community development manager at the Federal Reserve, Marshall’s career bridges multiple sectors but is united by the vision of a just society and the power of communities to lead.
Marshall will join other 2025 Women of Influence at a June 26 event emceed by United Way CEO Keisha Browder. This is the 21st year the Silicon Valley Business Journal has honored influential women leaders in the region. The 2025 recipients include a diverse group of community leaders and industry experts who are making Silicon Valley a better place to live and work.
