RFP Overview

Peninsula Clean Energy (PCE) programs include advancing the adoption of electric vehicles and transitioning building fossil fuel uses to low-carbon electricity. With this request for proposals (RFP), PCE is seeking qualified San Mateo County dealerships selling or leasing new battery electric vehicles (EVs) and plug-in hybrid electric vehicle (PHEVs) to partner with their respective original equipment manufacturer (OEM) and submit proposals for PCE’s 2019 time-limited New EV Dealer Incentive Program.

The purpose of the program is to facilitate large-volume dealer and manufacturer discounts on EVs and PHEVs for San Mateo County residents. Dealers must offer discounts to all residents throughout the duration of the program. PCE will support dealers with a direct incentive of $250 per vehicle and allocation of significant marketing funds. PCE will also provide a $1,200 or $700 incentive to each resident that purchases or leases a EV or PHEV, respectively, from one of the selected dealers.

Proposal Submittal

Proposals must be received on or before the above deadline and submittal must be by email to programs@peninsulacleanenergy.com with the subject “Proposal – New EV Dealer Incentive Program RFP.” To submit a proposal, dealers must submit the following:

  • Complete Proposal Submission Form (also found as Attachment A in the RFP)
  • Confirmation of acceptance of contract terms or explanation of proposed contract modifications (see Agreement Terms in the RFP)
