Peninsula Clean Energy (“PCE”), a California Joint Powers Authority, is seeking proposals to hire one firm to install solar+storage or standalone storage systems at single-family residential customer homes within PCE service territory. The selected firm (“Consultant”) will be responsible for fielding PCE’s pre-identified customer leads, designing and installing systems, and handling post-install administration.
PCE’s service territory is characterized by high utility rates driven by distribution and transmission costs and other factors. While most customers who fuel switch from gas to electric receive monthly bill savings, the savings are typically modest. This significantly limits the benefits of electrification and there is also increased sensitivity to power outages. The addition of solar and storage systems provides a key avenue for improving the economics of decarbonization and providing backup power.
However, a primary barrier is that customers may not know which installer they can trust to install their solar or solar+storage system. The intention of this RFP is to hire one developer or installer who will interface with customers participating in the installation of solar+storage or stand-alone storage. This RFP is associated with a second RFP for financial services for home upgrades and customer-owned solar and storage (link) but is independent of that RFP. Proposers may submit proposals on one or both.

To be considered, contractors must submit a complete proposal that includes all required information. Incomplete proposals may be disqualified.
