Overview

Peninsula Clean Energy (“PCE”), a California Joint Powers Authority, is seeking offers for a 3MWac solar photovoltaic (PV) or a 3MWac PV and co-located or hybrid associated energy storage facility to satisfy PCE’s DAC-GT capacity requirements.

Offers must be for a new in-front-of-the meter solar generating facility or solar plus storage facility, physically located in an official Disadvantaged Community in the PG&E service territory. PCE prefers the facility to be in a PCE DAC in San Mateo County or Merced County.

Interested bidders must substantiate what steps have been taken to validate interconnection viability with CAISO or PG&E and why it believes interconnection will be successful and on schedule. Bidders must submit a conforming offer with a 20 year term.

Submission Instructions

Interested developers should read the entire RFO document in the Attachments section below. The RFP includes important details on eligibility, proposal requirements, and evaluation criteria.

To be considered, developers must submit a complete proposal that includes all required information. Incomplete proposals may be disqualified.

Offers must be received by Friday, January 30th at 5:00pm and emailed to [email protected] with the subject “DAC-GT RFO Question – [Bidder Name]”

Eligibility Requirements

The Project must be a new solar photovoltaic (PV), or solar plus energy storage, Renewable Portfolio Standard (RPS)-eligible, in-front-of-the-meter generating facility.

The Project must be physically located in, and connecting electrically to a circuit or substation within Pacific Gas and Electric Company’s (PG&E) service territory and located within an eligible DAC as further explained in the Protocol.

Behind-the-meter projects, non-renewable technologies, and other non-complementary technologies are not eligible.

The Project must have a target COD date no later than December 31, 2028. Earlier online dates are preferred.

The Project must have a demonstrably viable path to successful interconnection with the relevant authority (California Independent System Operator (CAISO) or PG&E).

The Project must qualify as a DAC-GT Project pursuant to D.18-06-027, D.24-05-065, Resolution E-5124, Resolution E-4999 and Resolution E-5367

While not a requirement, Peninsula Clean Energy prefers DAC-GT projects to include co- located energy storage and be sited in San Mateo County or Merced County, CA.
