The Green-e® Energy Standard requires that renewable electricity and RECs generated in or delivered to California must be matched with greenhouse gas (GHG) emission allowances retired on behalf of the generation. This ensures that California customers are using renewable electricity or RECs that contribute to GHG reductions above and beyond what is required by state regulatory policies. In 2024, the pool of free voluntary allowances from the state’s Voluntary Renewable Energy Program (VREP) was depleted, and there is uncertainty around when more allowances will become available. The Green-e® Governance Board has approved a waiver allowing Green-e® certified products with VREP-eligible 2025 supply to not purchase GHG allowances to make up for the lack of free allowances. As a result, California allowances will not be retired on behalf of calendar year 2025 renewable MWh generation provided to customers of ECO100, and this product therefore supported compliance with state GHG reduction programs rather than going above and beyond statewide emissions regulations. Green-e® Energy certification requires that renewable electricity delivered to California customers must be matched with greenhouse gas emission allowances retired from the California Air Resources Board Voluntary Renewable Energy Program (CARB VREP). This ensures that California customers are using renewable electricity that contributes to greenhouse reductions above and beyond what is required by state regulatory policies. CARB’s VREP has run out of available allowances because more were requested for 2023 compliance than were available, resulting in Peninsula Clean Energy and all other VREP allowance applicants receiving 83% of the allowances requested. Seventeen percent (17%) of the renewable electricity generation provided to customers of ECO100 in 2023 was not matched with allowance retirements and therefore supported compliance with state greenhouse gas reduction programs rather than going above and beyond statewide emissions regulations. Green-e Energy program staff is requesting CARB increase available VREP allowances for future compliance years. To learn more about VREP, please visit CARB’s website.
