E-Bikes for Everyone

Up to $1,000 to purchase or lease an e-bike

The E-Bikes for Everyone program helps eligible residents purchase or lease a new e-bike. The incentive – up to $1,000 – will be awarded on a first-come, first-served basis. 

The rebate is for up to $1,000 for the purchase of a new e-bike OR you can lease an e-bike for one year through Ridepanda at a discounted rate. Leases are month to month with no upfront cost.

Are you eligible?

To qualify for E-Bikes for Everyone, you must meet the following:

  • Be a resident of either San Mateo County or City of Los Banos.
  • Show proof of income in one of two ways:
  • Clipper START – Copy of the eligibility letter (Clipper START cards expire every two years) 
  • Residency in Affordable Housing, Public Housing, or Housing Choice Vouchers (Section 8) –   A copy of the lease for Residency in Affordable Housing. 
  • Public Housing – Approval letter from the Housing Authority of San Mateo County or Los Banos. 
  • Residency in Section 8 – A copy of the Section 8 Housing Choice Voucher 
  • California Alternate Rates for Energy Program (CARE) or Family Electrical Rate Assistance Program (FERA) – Copy of the most recent PG&E statement 
  • Low Income Home Energy Assistance Program (LIHEAP) – Copy of the most recent PG&E statement. 
  • CalFresh/SNAP (Food Stamps) – The most recent copy of the Notice of Approval For CaFRESH/SNAP Benefits –  See this form for an example.
  • Women, Infants, and Children (WIC) – The most recent copy of the Notice of Approval For WIC Benefits. 
  • CalWORKs (TANF) or Tribal TANF – Copy of the most recent cash assistance Notice of Approval. 
  • Supplemental Security Income (SSI) – A copy of the most recent benefit letter for SSI (2023). 
  • Free or Reduced National School Lunch Program (NSLP) – Notice of approval letter for the Free or Reduced National School Lunch Program. 
  • Bureau of Indian Affairs General Assistance Head Start Income Eligible (Tribal Only) – A copy of the General Assistance letter from the Bureau of Indian Affairs that includes the Benefit Qualifying person’s first name and last name as well as the expiration date.

A copy of 2023 Tax returns – Must show the full page of the 1040 form

If eligible, follow these steps

Step 1: Complete the application

If you need assistance completing the application or support in person, see the “Need help with applying?” section below.

Step 2: If approved, we will email you a unique code and details on how to purchase your e-bike from a participating bike shop, or how you can start a lease through Ridepanda. You will have 6 weeks (42 days) to either buy your bike or start a lease with Ridepanda

Step 3: Purchase or lease your e-bike! 

E-Bike requirements

  • Must have operable pedals and an electric motor of less than 750 watts 
  • All classes (Class 1, Class 2, and Class 3) are eligible
  • Must be in new condition (demo bike or blemished bikes are eligible)
  • Conversion kits, scooters, and mopeds are not eligible 
  • Accessories, bike locks, and helmets are not included
  • Assembly fees may be included
