Peninsula Clean Energy is a joint powers authority formed by the County of San Mateo and each of its 20 cities to offer greener electricity to its residents and businesses to meet local climate action goals. In December 2020, the City of Los Banos joined Peninsula Clean Energy and will start receiving service from Peninsula Clean Energy in April 2022. Peninsula Clean Energy is governed by a Board of Directors, which is comprised of a representative from the governing body of each member community.

Peninsula Clean Energy operates as a Community Choice Energy program to provide clean energy for its member communities by purchasing electricity from clean generation sources (such as solar, wind and hydropower). Electricity is still delivered over the existing distribution system, which will continue to be owned and operated by the current electric utility, PG&E. Implementing Peninsula Clean Energy’s program helps achieve local community climate actions goals. Peninsula Clean Energy serves approximately 300,000 customers.

Peninsula Clean Energy has developed a strategic plan, which includes providing 100% renewable energy on a 24/7 basis by 2025. The person in this position will be part of the team that makes this a reality.

LA POSICIÓN

The Energy Contract Manager is a key member of the Power Resources team. The Power Resources team has a wide range of responsibilities related to the development and management of Peninsula Clean Energy’s energy supply portfolio to meet the agency’s goal to be 100% renewable. This includes procuring renewable and carbon free energy and resource adequacy products, complying with Peninsula Clean Energy’s hedging and portfolio diversification strategies, achieving regulatory and legislative objectives, and maximizing benefits for our customers.

The Energy Contracts Manager will work under direction of the Director of Power Resources and other Peninsula Clean Energy leadership and staff in some or all functions related to managing Peninsula Clean Energy and counterparty compliance with power supply contracts, contract negotiation, power supply planning, research and due diligence with respect to potential power supply opportunities, risk management, and invoice settlement and validation.

The Energy Contracts Manager may also assist with the preparation of certain regulatory compliance reports and with the preparation of informational material for the Peninsula Clean Energy Board. The individual in this position will develop significant subject matter expertise in Peninsula Clean Energy’s operations.

The Energy Contracts Manager should have knowledge of wholesale power procurement, energy-related technologies, local and state energy policy, negotiations, and intermediate to advanced project management and coordination skills. At least five years of directly related experience is required.

  • Asset Management and Optimization:
    • Support the evaluation, optimization, and performance reporting of resources
    • Monitor renewable power plant outages/availability, track performance, and evaluate bidding strategies for solar, hydro, and wind resources

    • Manage, and store information for energy supply contracts including renewable and carbon-free energy, Resource Adequacy, as well as financial transactions
    • Track contract deliverables, validate settlements and invoices, ensure compliance and mitigate contractual risks
    • Evaluate and track counterparty credit risk
  • Origination Support:
    • Plan, organize and help implement power procurements in close collaboration with the Power Resources team
    • Assist in RFO procurement processes and maintain ongoing correspondence with counterparties to further contracting opportunities
    • Support contract negotiations
    • Facilitate contract execution
  • Invoice Validation and Settlement:
    • Interface with power suppliers and contractors regarding timely invoicing o Perform validation on invoices to ensure accurate charges and credits have been applied
    • Validate CAISO statements and CAISO cost recovery from counterparties as provided for in contract terms
    • Resolve, or provide support in resolving invoice and billing issues
  • Support Compliance Reporting:
    • Support mandatory compliance reporting related to Peninsula Clean

Energy power supply, including those required by the California Public Utilities Commission (CPUC), California Energy Commission (CEC), the California Independent System Operator (CAISO), the Department of

Energy (DOE), and others o Assist in managing and communicating annual and month-ahead Resource Adequacy supply plans for compliance

LA POSICIÓN

The Community Outreach Specialist/Manager will be the principal on-the-ground representative of Peninsula Clean Energy as it launches service and programs in the City of Los Banos. The Community Outreach Specialist/Manager will inform residents and businesses about the organization and its benefits, generate enthusiasm in all segments of the community, and provide customer support. The position will work independently in Los Banos while collaborating closely with other PCE staff in the organization’s headquarters in Redwood City.

A strong candidate will be experienced in community outreach or a similar field and excited about bringing clean energy and community benefits to the community of Los Banos. They will have excellent communication and people skills and exhibit a high degree of professionalism. They will enjoy constantly absorbing new complex information on energy billing and programs within a dynamic organization in order to represent it in a simple and accurate manner to customers. The ideal candidate will also have experience in the energy field and be bilingual in English and Spanish.

This is a full-time exempt position at Peninsula Clean Energy to be based in Los Banos. The position reports to the Senior Specialist/Manager of Community Relations in Peninsula Clean Energy’s Redwood City, California office. Occasional travel between the two locations will be required (after COVID restrictions are lifted).

Essential Duties and Responsibilities:

  • Design and implement a comprehensive and effective community outreach strategy to engage residents, businesses and other electricity customers in the City of Los Banos, in both English and Spanish, in collaboration with Peninsula Clean Energy staff and local government officials
  • Effectively and enthusiastically communicate the customer benefits of joining a Community Choice Energy agency to residents and businesses, verbally and in writing, using a wide variety of communications channels
  • Identify and develop positive relationships with community leaders and key influencers in all segments of the community
  • Represent Peninsula Clean Energy with a high level of professionalism, including presenting at community meetings and events (virtual and in person when allowed)
  • Maintain up-to-date knowledge of Peninsula Clean Energy’s dynamic energy programs and customer offerings in order to represent the organization and answer questions about it with a high level of accuracy
  • Communicate complex energy programs and offerings in simple terms
  • Identify concerns raised by community members and proactively work with the rest of the Peninsula Clean Energy staff to address them

Essential Duties

Under the direction of the Senior Manager of Community Relations, the successful Community Outreach Specialist will:

  • Build positive relationships with member communities in San Mateo County, including among hard-to-reach customers across multiple languages.
  • Work with the Senior Manager of Community Relations to administer the agency’s Outreach Grant Program, including assisting in developing requests for grant proposals, reviewing and evaluating proposals and assisting in the final selection of outreach grantees.
  • Support Outreach Grantees by providing materials, responding to information requests, and proofreading outreach materials created by grantees.
  • Give presentations to community and professional groups about Peninsula Clean Energy and its programs. Represent the agency with professionalism, give accurate information, and answer frequently asked questions. Maintain up-to-date PowerPoint presentations covering basic information about the organization and its programs.
  • Work with the Senior Manager of Community Relations to administer the agency’s sponsorship and membership program, including tracking to ensure equitable allocation of funds across the service territory.
  • Organize community outreach opportunities, including identifying events and handling logistics including registration, materials, and staffing. Staff PCE booths, including packing and transporting outreach materials, setting up and taking down booth, and engaging the public with accurate information and enthusiasm (when COVID restrictions lift).
  • Work with senior staff to coordinate engagement with schools and youth, through our partners at San Mateo Office of Education, San Mateo County Community College District, One Planet Schools and other entities (including those focused on schools and youth in the City of Los Banos) that develop and administer educational programs focused on energy and environmental sustainability.
  • Through interactions with the public, monitor customer perceptions and maintain awareness of issues that may be confusing or misunderstood. Work with agency’s marketing communications team to ensure that communications materials address such issues.
